DOWNTOWN ADRIAN PARKING

The City of Adrian Downtown Parking System is owned, operated and managed by the City of Adrian.  The City receives support and recommendations from the Downtown Development Authority.  The system’s annual budget is derived from a variety of measures including an assessment on the downtown property owners, permit and meter fees, and property taxes.  Funds received are utilized to help pay for the operations and maintenance of the parking system and pay for items like lighting, landscaping, surface repair, striping, capital improvements and parking enforcement.

DOWNTOWN CUSTOMERS AND GUESTS

City of Adrian Parking Validation Program:

In an effort to ensure a customer friendly downtown environment, the Adrian Downtown Development Authority and Adrian City Commission have entered into an agreement to operate a Downtown Parking Validation Program. 

The intent of the Program is simple, the City of Adrian in no way wishes to punish or inhibit consumers from visiting or wanting to visit the City’s central business district.  It does however remain crucial that our “premier” parking spaces (2 hour time limited spaces) within the downtown remain readily available and accessible for legitimate downtown customers and are not occupied by employees, business owners or residents. 

The Adrian Downtown Parking Validation Program will allow PARTICIPATING downtown businesses to validate customer parking tickets that are received for those individuals who have over parked the two hour time limit.  This will ensure that customers are not held liable for payment of the fine associated with violating the City Ordinance.  It should however continue to keep business owners, employees and residents of the downtown out of the premier parking areas during the hours of enforcement.    

If you are downtown Adrian customer and you have received a parking violation for over parking the two-hour time limit, and the business that you patronized is a participant in this program, you may return the violation to that business for validation.  This will absolve the customer from the liability associated with the parking violation. 

Downtown Employee Parking Policies:

The City of Adrian has attempted to create a downtown parking system that is customer friendly. For this reason, the City requests that employees of downtown businesses not park in areas designated as two-hour time limited parking.  These areas are located in what can be considered more premier parking areas which are made available for customers and other visitors to the City’s downtown area. 

Downtown Employees are asked to parking in either the permit parking areas or a long-term metered location.  Parking permits may be purchased on either an annual or monthly basis for a fee of $150 or $25 respectively.  Individuals with a City of Adrian parking permit may park in any designated permit parking only area or any metered location (without having to feed the parking meter).  Long-term parking meters are made available for temporary or short-term employees who wish not to purchase a permit.  Meters cost $.35 per hour. 

Downtown Residential Parking Policies:

Residents of the City’s Downtown play an important role in the economic vitality and long-term sustainability of the neighborhood.  Residents also play an integral role of attempting to fit into a high density, mixed use environment which attempts to promote commerce and high quality housing options in one. 

The City of Adrian requires that all downtown residents acquire a parking permit from the City of Adrian.  Parking permits may be purchased on either an annual or monthly basis for a fee of $150 or $25 respectively.  Residents are allowed to park within any municipal parking lot overnight but are limited to the same restrictions as downtown employees during the business day (i.e. Monday – Friday 8:00 AM – 6:00 PM).  This requires that residnts park in either a designated permit parking only area or a parking meter (without having to feed the meter). 

Downtown residents are prohibited from parking on any downtown street between the hours of 3:00 AM – 6:00 AM

Downtown Guests: 

Overnight guests of downtown Adrian residents are allowed to park in any municipal parking lot.  Guests receiving violations are asked to contact the City of Adrian Downtown Development Authority office at 517.264.4804 to have a violation validated.  Guests are prohibited from parking on any downtown street between the hours of 3:00 AM – 6:00 AM

Fines:

The City of Adrian downtown parking system fine structure is as follows:

Downtown Parking Violation (within the first 48 hours): 
$15.00

Downtown Parking Violation (after 48 hours):
$25.00

Fines are subject to change.

Enforcement:

The City of Adrian Police Department is responsible for enforcing all City of Adrian downtown parking system ordinances. 

The City of Adrian may create special parking areas (i.e. covered, reserved) for downtown residents and/or business owners who pay a higher rate as determined by the Adrian City Commission.
